Sewing measurments for sleeeveless duster?

I am trying to make a sleeveless duster like the one that Rinoa Heartilly wears from the game Final Fantasy VIII. If you don't know what I mean, here's what it looks like...

I'd suggest buying a vest pattern and using that, lengthened, for what you want. Butterick B5053 is a good vest pattern if you leave out the sleeves and band; B5154 would also work for a more closely fitting garment if you
shorten it and divide the center panel down the middle.

In either case, the choice of fabric is going to have a lot to do with how "form fitting" the garment appears. Choose something with a fair amount of weight and good drape, like a Slinky or a woven rayon.
